When trying to parse the non-standard board_agenda_2017_06_15.txt , it couldn't find Committee reports. This wasn't recovered from, causing an internal server error. The client issued a alert dialog, but updated the list of comments to null, which was treated as never having been fetched before, causing a retry. All fixed, with improved logging and error reporting.
