Seeing other recent dev@ threads, it sounds like when we work on this, we
should also do a sweep of how any SVN system commands are made in different
scripts to see if it's worth making some of the common operations library
functions.
It seems like there are still a lot of www/*/* files that do SVN operations
directly instead of using some of the ASF::SVN functions - migrating to the
library would simplify future debugging and make deployment safer.
