/srv/subscriptions/incubator-mods not used

AFAICT incubator-mods is not used - a code search does not turn up any matches.

In any case, its data is included in list-mods because
/incubator.apache.org/ matches /*apache.org/

So I intend to remove the cronjobs that create it.
