Previous reports, and a secretary's summary of the discussion for public consumption is available. Simply click on the "Prior Reports" link (which my be on the info dropdown on narrow windows). If you are looking for the original (unfiltered) comments, they are available in https://svn.apache.org/repos/private/foundation/board/archived_agendas, but not surfaced in the board agenda application anywhere.
