The Change Audit at the end of a committee roster may show where the joining
data in committee-info.txt does not agree with the mail archives.
For example

currently says
Potentially mismatched dates: Edward O'Neil committee-info.txt: 2010-01-10,
estimate from archives: 2010-01-15
Potentially mismatched dates: Henk P. Penning committee-info.txt: 2014-07-10,
estimate from archives: 2014-06-15
The archive date for Edward O'Neill is reasonable, because the ACK mail was
sent 2010-01-12.
Although the mail for Henk was sent on 2014-06-12, the suggested correction is
misleading, as the process changed to using a NOTICE mail, and the date of
joining is now the date when CI is first updated. This cannot be before NOTICE
+ 3 days, but may be days or weeks later. In this case, Henk was added to CI in
r50811 on 2014-07-11 at 02:47, so the date needs to be 2014-07-11 or
2014-07-10 (allowing for US timezone). This is nearly a month later than the
suggested value.
The code needs to take account of the rule change which occurred on June 19,
2013:

It may be tricky to establish when the CI file was updated, in which case the
text should make it clear that the joining date cannot be before the archive
date but could be much later.
There is another problem: the dates from CI seem to be quite stale; Attic was
changed a day or so ago.
