In 2021, Yahoo tried to open source this plugin. But the effort fizzled: https://github.com/apache/trafficserver/pull/7598 .
The plugin now has preliminary support for client screening using an HTTP header that an Amazon Application Load Balancer can be configured to add to incoming requests. If you have use for that, perhaps Yahoo will try again to open source the plugin.
