The point of TSRegisterProtocolTag() is for protocol based plugins to be able 
to put their tags in the table of protocol tags. The problem is that there is 
currently no mechanism for a protocol based plugin to get the Protocol Stack 
calls. It's a place holder for now because it's an API update.
