FTR the feature is apparently called "serve_stale_for"
(https://docs.trafficserver.apache.org/en/latest/admin-guide/files/records.config.en.html?highlight=records.config#proxy-config-hostdb-serve-stale-for)
even though the method is called stale_while_revalidate.
