[IMPORTANT] New version of clang format

Hi all,

we have just landed an update to the clang-format setup. It’s important that 
you all use the same version of these tools, the wrapper James wrote takes care 
of most cases of this, but if you e.g. set the FORMAT environment variable it 
might not. You can find the new version of the tools at
