REMINDER: If you are a committer, you have to go through these steps, they are 
not optional. :). And remember to update to the new Git URL git-dual (if you 
are committing directly to it):

        https://git-dual.apache.org/repos/asf/trafficserver.git 
<https://git-dual.apache.org/repos/asf/trafficserver.git>
