    Misc hostdb cleanups

    While looking into hostdb serialization out to disk, I found a couple 
things: (1) rr is a very confusing name, and its overloaded-- so a patch for 
that. (2) hostdb.sync_frequency isn't documented at all-- and its a fairly 
important configuration option.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/jacksontj/trafficserver master

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/trafficserver/pull/507.patch

To close this pull request, make a commit to your master/trunk branch

    Rename rr to is_rr
    
    Since rr is used widely to represent the HostDBRoundRobin structure, using 
rr as the name for "is rr" is quite confusing. This is a simple name change-- 
no change in behavior.
