[TS-4024] wire tracing enhancements
This is a combo of three things:
1) Change I made to make wire tracing dynamically available.
2) A change from Susan to give better SSL_Error messages in wire traces.
3) A change in HttpSM so wire_tracing doesn't have undefined behavior with
PluginVCs. Also generally cleaned up the syntax there
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/ericcarlschwartz/trafficserver ts-4024
