TS-3497: Define Http2Error to classify errors
HTTP/2 has two classes of error, connection error and stream error, defined
on the section 5.4.
Current implementation doesn't treat them not so well, so I'd like to add a
structure `Http2Error` to classify errors.
As a result, malformed requests will be treated as stream error.
