We had a discussion on the IRC about how to handle tracking for fixes based on 
Coverity discovered issues. The general consensus was that we want some level 
of tracking but (1) having a JIRA ticket per fix was too much and (2) having a 
single JIRA ticket (e.g. TS-1475) was too little.

Therefore what we would like is for anyone who is going to fix Coverity issues 
to create a JIRA ticket and attach all of there fixes for a given release to 
that ticket. This avoids crowding JIRA while still providing some tracking for 
these fixes, particularly who made which fix.

We are open to other suggestions if anyone has a better one, but otherwise 
please follow this policy. Thanks!
