[VOTE] Release Apache Traffic Server 5.1.2 (RC0)

Hello All,

Sorry for the delays but we have a release candidate for 5.1.2 ready now. This
is primarily to address a potential
security issue. Upgrading from 5.1.x should be trivial.

Changes since 5.1.1:

TS-3223 - Internal buffer sizing issue with potential security implications.
TS-3130 - Avoid core dump in logging.
