I understand that  Performing TSHttpTxnConfigIntSet will affect only current 
transaction. 
As for the second option, part of my implementation does caching. Is setting 
proxy.config.http.cache.http configuration value in records.config will not 
affect it.

TSHttpTxnConfigIntSet(txnp, TS_CONFIG_HTTP_CACHE_HTTP, 0), which is the same as 
setting proxy.config.http.cache.http.
