[SUGGESTION] Official URL for docs

Hi all,

I’d like to suggest that we adopt the following URL as the official 
documentations URL:

        http://docs.trafficserver.apache.org/


This is not as good as I’d hope it would be by now (it’s just an ATS instance 
in front of ReadTheDocs), but it grants us the flexibility to move the Docs 
site at a future time should we choose to, without changing any URLs.

Please voice any concerns about this.
