right now ALL our builds are failing for the same reason:
libtoolize: putting auxiliary files in AC_CONFIG_AUX_DIR, `build/aux'.

libtoolize: copying file `build/libtool.m4'
libtoolize: copying file `build/ltoptions.m4'
libtoolize: copying file `build/ltsugar.m4'
libtoolize: copying file `build/ltversion.m4'
libtoolize: copying file `build/lt~obsolete.m4'
configure.ac:199: error: possibly undefined macro: AM_CONDITIONAL
If this token and others are legitimate, please use m4_pattern_allow.

This doesn't seem related to https://issues.apache.org/jira/browse/TS-1782
if someone knows why, please identify the commits we need to backport and
propose them in 3.2.x's STATUS
