[VOTE] Separate "CI" bots notifications from #traffic-server

I'd like to suggest we use a second IRC channel (#traffic-server-ci) for all 
build-bot and other automated Continuous Integration notifications. This has 
two benefits (for me at least):

1) I can easily see / scroll back / archive the CI notifications
2) I can more easily see what jpeach is up to in the main channel without 
endless scrolling.
