[REMINDER] Clone bugs when backporting to stable branches

Just a reminder, but remember we changed how to deal with backporting 
bugs. Once a bug has been voted on and approved for a stable release, 
clone it in Jira, target it for the backport version(s), and treat it 
separately.

This avoids the previous confusion of opening and closing bugs back and 
forth, with multiple versions.

Also, please remember to vote on both the 3.2.x and the 3.0.x STATUS 
bugs! :)
