Passed sig checks, built, and passed regression, running as home forward proxy 
server now.  I also diffed the code against the 3.1.4 release and only saw 
minor header include changes and the memcpy() change.

Talked to David Carlin and it has been running in production on a couple boxes 
over the weekend without any problems.  We have already been running 3.1.4 in 
production on a few servers.
