artifacts, check the STATUS/README/CHANGES files, and do builds and
tests. After finishing your examination of the release candidate, please

This is primarily a large number of bug fixes over the 3.0.0 release,
but it also adds a foundation for finishing the IPv6 support (to origin
servers). Over 80 bugs / improvements were closed for this release.
