SVN delete traffic/branches/UserFiber

Hi all,

I'd like to remove this branch, for two reasons:
1) It's not maintained, and not properly licensed

2) If Yahoo! open sources their User Fiber Framework with ASF, it should 
be in either its own top-level project, or as a tree next to "traffic" 
(and not a branch of traffic as it is now), as a sub-project of Apache 
Traffic Server.


If I hear no objections, I'll do this in 72 hours.
