This patch 'TS88_patch1.diff' sets the process limits like 'RLIMIT_NOFILE' in
Traffic Manager when run as root before the TM changes to the configured
user&group.
Please review and let me know if there are any issues.
Tested on Ubuntu904 and Fedora11.
