   We should provide curated links to ASF Release Policies.
   
   1. Create a `policies.md` page.
   2. Add a link to it in the left navigation under **Documentation** as 
"Policies"
   
   The content should have a header followed by two numbered lists. The links 
should open in another tab if possible.
   
   Here's the policies.md:
   
   ---
   
   # Release Policy
   
   > Note that the ATR platform will replace the use dist.apache.org svn 
repository where mentioned in any of the following policies.
