Summary: Limit tess params further in tika-server at request time

Allowing any old tess params to be specified by a user in tika-server opens an
unacceptable surface. Even though operators have to enable configuration: the
wild west of tess params is not acceptable. We should not allow them even if a
user allows configuration.
