Summary: Fix LibPstParser problems when run with ForkParser

On the user list, [~sandeep_kulkarni] reported having problems with the
LibPstParser when using the ForkParser. I haven't been able to reproduce the
problem reported, but I did find that we need to make LibPstParserConfig
Serializable.
Let's use this ticket to track fixes to get this working.
