Summary: Pull Creation and Last Modified Date from filesystem

Currently it appears that Creation Date and Modified Date are only pulled for
certain file types based on the particular parser being used, and whether or
not those file types embed the information in the metadata of the file. It
would be very useful in the digital preservation field to have this information
pulled from the filesystem for all files, rather than at the parser level for
only certain files.
However, there will definitely be some weirdness with the Last Modified date
based on different filesystems. The Creation Date should be more
straightforward.
