Built successfully on ArchLinux, OpenJDK 11 & 17 (Temurin-11.0.13+8 &
17.0.1+12) w/ Tesseract 4.1.1, Leptonica 1.82.
Same issue as with 2.2.1 rc2 with tesseract multipage test.

GPG signatures are fine, SHA512 are fine except for the absence of
tika-server-1.28-bin.tgz hashsum.

[ ] +1 Release this package as Apache Tika 1.28
[x] -1 Do not release this package because SHA512 signature is absent for
tika-server-1.28-bin.tgz
<https://dist.apache.org/repos/dist/dev/tika/1.28/tika-server-1.28-bin.tgz>.
