[dev] [st] How can I scroll up in emacs

Hi,

when using tmux inside st, I can scroll up using mouse wheel. 
However when
inside emacs, I can only scroll down. From `C-h k` I saw it 
generates a `C-y`
when I scroll up. So what's going wrong?
