I think you are mistaken. Graceful degradation is a different approach. And progressive enhancement has already become true. Much of the whole HTML5 hype is BS, but it has been shown that it isn't too difficult to develop web applications that are functional on a vast range of clients, from lynx to smartphones and tablets to full-brown browsers.
