To me, the only difference is that unlike p9p, 9base does get packaged into Debian. Aside from that I see little benefit. It is rather sad that nobody packages p9p for Debian, but seems to be a lost battle (and no, the building of the .debs is not the issue, the issue is that a Debian developer has to do it and has to follow all the silly Debian conventions and whatever which takes a lifetime master).
