It is already there [1] in staging, along with a lot of other release notes updates that will be merged back to publish when the release is announced: [1] http://subversion-staging.apache.org/docs/release-notes/1.14.html#compat-misc-authz But it has a TODO to list some examples of authz before-and-after.
