I have no objections, just a question. I thought SVN treated utf16 files as 
binary.  How does blame work at all?  I thought diff does not even work for 
utf16.  Does this require setting svn:mime-type to text/plain or something like 
that as well?

In default mode, yes.
But the --force flag makes it run on every kind of file.
