What it means /today/ is that you have to do the initial import and
merge tracking manually.

What I think it should mean someday is that you can "svn copy" between
repositories and that "svn merge" would properly handle merge tracking.

So, basically, the idea is to remove all the manual steps that are
currently necessary.

A rather more blue-sky idea is that the foreign repository need not
necessarily be a Subversion repo, but in the context of this discussion,
that's an "implementation detail." :)
