I ran the regression tests with SERVER_MINOR_VERSION=3 to see what happened and I got lots of mergeinfo FAILs. The more significant fail is:
$ ./fs-test --server-minor-version=4 34 lt-fs-test: ../src/subversion/libsvn_subr/dirent_uri.c:1456: svn_relpath_skip_ancestor: Assertion `relpath_is_canonical(parent_relpath)' failed. The same test passes using 1.7 so I think this could break 1.8 support for old format repositories.
