Note that the new skel based conflict storage, which is mostly ready on
trunk requires a format bump for enabling.

If you enable it and run our test suite all tests pass, but I think the
upgrade code needs a bit more testing. And we have to decide when we bump
the current format.

Are there any other changes waiting for a format bump right now?
