This stupid trick reduces the total test time for the w2k3 ra buildbot by about
40%. (Same influence on serf and ra svn)
I'm not sure what causes this issue (yet) and if it is Windows 2003 specific,
but it might be useful for other Windows runs on ra_svn and ra_dav_*.
