"Hey, we want to release 1.7 on Sept. 28th, so look for me to roll the tarballs on [Insert Date] so that we have time to sign and mirror them for that date." It sounds like you are more or less saying that already so I am not sure where we are disagreeing. The other 10% was to include the exact text you included in the RC announcement and possibly also update this page: http://subversion.apache.org/roadmap.html I *think* we should do these additional items, but the only thing I *care* about is that on this list you give us the best heads up you can as to your plans.
