As non developer, I am not sure where it lives in the source code to check for 
myself,
I did : find . |grep README.TXT - but turned up what all looked like Developer 
/ Packager notes.

None the less, I just saw something that I thought should raise in case it had 
been overlooked.

When you create a repository, (with 1.6.16) - in the root directory is a 
README.TXT that contains the following text;

This is a Subversion repository; use the 'svnadmin' tool to examine
it.  Do not add, delete, or modify files here unless you know how
to avoid corrupting the repository.

Visit http://subversion.tigris.org/ for more information.

I thought I would flag it just in case it was overlooked, with respect to 
whether or not the URL is still accurate, or needs to be updated to an s.a.o 
location.
(If it hasn't already been done - of course!)
