Chris, I recall a similar issue http://subversion.tigris.org/issues/show_bug.cgi?id=3397. Unfortunately nothing conclusive came of that.
When I wrap up what I am working on now I will take a look at this. In the meantime, any chance you could try to reproduce the problem using a simple test repository? No worries if you can't, but obviously being able to reproduce the problem on our side would be very helpful.
