The flapping is caused by some problems on trunk. (Until yesterday we had a
broken patch test on Windows; and we still have some serf/neon/svnrdump
issues which need further investigation). And then there is more active
development on some branches.

So everytime we get a commit on a monitored branch we flip to green for the
branch and then the next commit on trunk makes the bot turn red again.
