This question is more approriate for us...@subversion.apache.org. The dev list is about development of Subversion itself. That said, I note that in order to build mod_dav_svn and its libraries, you will want to install various development packages that come with your Red Hat system, starting with apr-devel, apr-util-devel, and httpd-devel. I mention those specifically because if you get them from another source, they may not be compatible with your Apache 2.0. Then you probably want to look in the Subversion source distribution under packages/rpm/, where various .spec and supporting files live.
