I'm not sure what Greg thinks, but if tigris.org can no longer act as a download server, I wouldn't object if we decided to post the 1.6.7 release on www.apache.org/dist/. It's certainly not a legal issue, but more of a policy one...and if it means that the release can be pushed before February, then that's a reasonable request that we can get some feedback on if we want to go that route.
