What do you think about #2000 before the RC1 cut?

Robots pacing is off on multi-address setups until url-frontier releases
the fixes and we bump: it fails fast if enabled, everyone else is
unaffected. Let me know if that's acceptable for the last 3.x.

Happy to be RM if nobody else volunteers. First time, so I'd need a PMC
member for KEYS and the final svn mv to dist/release.
