First TLP Release?

Hi all,

What do you think about running a release soon?

We have a few things:

1.) Removed incubator notes
2.) Possibly LLM Support (pending PR)
3.) Updates in the SOLR area (pending PR)
4.) Multiple dependency updates including Storm 2.8.1
