Below are some facts and project form the incubating phrase, as well as the 
draft resolution:

- StormCrawler is a mature project with a history of 10+ years and 
approximately one year in incubation now.
- StormCrawler is still relevant to the broader community, especially with the 
current trend in the field of generative AI.
- Our community consists of 10 committers (including mentors).
- Released 4 Apache releases through different release managers.
- Our project is used in production by many well-known companies and research 
organizations, including Fraunhofer and many others.
- Through self-assessment, we have met all maturity criteria as outlined in [3]
- There is an increasing trend in our GitHub stars and visibility in the 
broader community [4]
- We have fixed several bugs and responded to user queries.
- We increased our PPMC by one person during incubation.

In addition, we've resolved all branding issues, which include Logo, Github 
repo, document, website, and others [5,6].

We'd also like to take this opportunity to extend a sincere thank our to our 
mentors for their invaluable insight and assistance with getting us to this 
point.

Establish the Apache StormCrawler Project

  WHEREAS, the Board of Directors deems it to be in the best interests of the 
Foundation and consistent with the Foundation’s purpose to establish a Project 
Management Committee charged with the creation and maintenance of open-source 
software, for distribution at no charge to the public, related to an open 
source collection of resources for building low-latency, scalable web crawlers 
on Apache Storm.

NOW, THEREFORE, BE IT RESOLVED, that a Project Management Committee (PMC), to be known as 
the "Apache StormCrawler Project", be and hereby is established pursuant to 
Bylaws of the Foundation; and be it further

RESOLVED, that the Apache StormCrawler Project be and hereby is responsible for 
the creation and maintenance of software related to to an open source 
collection of resources for building low-latency, scalable web crawlers on 
Apache Storm; and be it further

RESOLVED, that the office of "Vice President, Apache StormCrawler" be and 
hereby is created, the person holding such office to serve at the direction of the Board 
of Directors as the chair of the Apache StormCrawler Project, and to have primary 
responsibility for management of the projects within the scope of responsibility of the 
Apache StormCrawler Project; and be it further

RESOLVED, that the persons listed immediately below be and hereby are appointed 
to serve as the initial members of the Apache StormCrawler Project:

the office of Vice President, Apache StormCrawler, to serve in accordance with 
and subject to the direction of the Board of Directors and the Bylaws of the 
Foundation until death, resignation, retirement, removal or disqualification, 
or until a successor is appointed; and be it further

RESOLVED, that the Apache StormCrawler Project be and hereby is tasked with the 
migration and rationalization of the Apache Incubator StormCrawler podling; and 
be it further

  RESOLVED, that all responsibilities pertaining to the Apache Incubator 
StormCrawler podling encumbered upon the Apache Incubator PMC are hereafter 
discharged.
