If no scheme (file, hdfs) is provided in the URI when using the --password-file
argument, Sqoop goes to HDFS by default to get the password file.
This appears to be confusing to some users. Please add clarification about
using the 'file' scheme in the URI if the password file is stored in the local
FS.
