The content package maven plugin should normally/hopefully (one day) be donated 
by Adobe as stated in this nabble:

Don't know what the status of this is, Konrad has been trying to get a reponse 
there too in this ticket:

The github link you state is of course the other part to allow the content 
packages to be picked up by the OSGi installer. 
That still has to be released as stated by Robert at the Composum issue ;)
