I added a link to https://github.com/apache/sling-site/commit/4cf18167e58600b76f9a846b6d8823397076795f now to clarify how to add the data when emails are not received (for whatever reason) I am suffering from the same missing email notification for reporter (for Maven). Seems something is broken there.
